Expanding The IRS Would Strengthen Systemic Racism

In this article, I’ll show you the how to re-frame the Democrats’ IRS expansion proposal.
The Democrats Narrative
In recent years, the Democratic Party has been pushing for an expansion of the Internal Revenue Service (IRS). The Democrats believe that this will help to create a more efficient and effective tax system. However, many critics argue that this expansion will simply lead to more government intrusion and bureaucracy.
According to CNN, Democrats are proposing a new IRS rule that would allow the agency to collect more information from taxpayers. Some possible reasons include wanting to increase tax revenue, believing that the IRS is not sufficiently staffed to properly enforce tax laws, or believing that the IRS needs more resources to help taxpayers comply with the tax code. The proposal would require the IRS to collect information on taxpayers' incomes, assets, and debts. The proposal would also allow the IRS to share information with other government agencies, including the Department of Justice. Democrats say that the new rule would help the IRS to better enforce the tax laws and to prevent tax fraud. Republicans, on the other hand, say that the new rule would violate taxpayers' privacy rights.
Reframes
Reframes are powerful because they can change the way people view a situation. They are persuasive because they add nuance or context, and move the narrative’s parameters so people see things in a new light. However, this reframe will raise red flags and create a roadblock for this proposal.
Let us not enter the Democrats frame. Rather, let us take a frame the Democrats use all the time and apply it to this scenario.

The IRS Expansion Proposal: A Reframe
While the expansion of the IRS may seem like a innocuous policy proposal, it is a form of systemic racism. The IRS is tasked with collecting taxes from American citizens. However, the agency has a long history of disproportionately targeting Black and Latino Americans.
An IRS expansion would strengthen systemic racism.
Systemic racism exists when minorities are disproportionately targeted by certain institutions.
The IRS is one such institution, as they audit the poor at 5x the rate of everyone else. And we know Blacks and Hispanics have much higher poverty rates.
In fact, a study by the Treasury Inspector General found that the IRS audits Black and Latino taxpayers at a higher rate than white taxpayers.
A paper published in 2016 in the Journal of Economics and Business, titled "The Impact of IRS Audits on Low-Income Taxpayers” reveals this. The study found that "a 1 percent increase in the audit rate for taxpayers with incomes below $200,000 (the 'poor') is associated with a 0.75 percent reduction in the rate at which they comply with the tax code." In other words, the study found that the IRS disproportionately targets the Blacks and Hispanics, which in turn reduces their compliance with tax law. This, the study argues, strengthens systemic racism.
By expanding the IRS, the Democrats are perpetuating systemic racism. They are giving the IRS $80 billion and 87,000 more agents, making it bigger than the State Dept, Border Patrol, FBI, and Pentagon combined. And to fund this expansion, they are raising taxes on everyone.
This disparity is due to the fact that the IRS uses a computer algorithm to select which taxpayers to audit. This algorithm is based on factors such as income and tax history. However, it has been shown to be biased against Black and Latino taxpayers.
This is not the way to fix systemic racism. Liberalism's perpetuation of systemic racism harms people of color and masks it with the claim they are attacking the rich elite.
The Democratic Party’s expansion of the IRS is a form of systemic racism. The party is knowingly perpetuating a system that disproportionately harms Black and Latino Americans.
This policy proposal should be rejected.
